NGO tool in Indonesia for Situational Awareness: Collecting, integrating and Sharing information

How NGO's can share information between each other so that they don't duplicate efforts and know how to collaborate. Currently in Indonesia there's no place were all the NGO's activities are together.  We need a place were every NGO can put their activities and also show this in a very intercative and easy way keeping it updated.


Disaster Response and Environmental NGOs in Indonesia (and Santiago, Chile) interested in this approach include:


  1. FHI - Yanti Triswan
  2. Mercy Corps - Dini Isnaeni
  3. AMAN - Annas Radin Syarif
  4. OXFAM Program in Timor Leste - Jaime Soares
  5. Humanitarian for Indonesia - Apri Sulistyo
  6. PMI - Ariajeng Fahreni
  7. Muhammadiyah Disaster Management Center - Arif Nur Khol
  8. Digitales por Chile - Pedro Fuentes Schuster
Example: 

An NGO want to go an help in a far away Island, so they want to know if another NGO is already there or there is information of any past activities of an NGO on that island.

User Stories: 

Seven NGOs came together to work on this project at the TechCamp Jakarta event on May 19-20.  These include:


  1. FHI - Yanti Triswan

  5. Humanitarian for Indonesia - Apri Sulistyo
  6. PMI - Ariajeng Fahreni
  7. Muhammadiyah Disaster Management Center - Arif Nur Khol
  8. Digitales por Chile - Pedro Fuentes Schuster (Pedrofuentes"at"gmail.com)


All of the NGOs have examples of where their response would be significantly better if they knew who else was operating in the area and what they were working on. Based on discussions among the NGOs, it may be that this approach can be addressed with a Ushahidi instance tied to FrontlineSMS.  The Ushahidi instance would have categories and POC information for what each NGO was working. Frontline SMS would be important for people entering the information via cell phone.

The group of NGOs has set up a page on the TechCampGlobal.org wiki to work this over time. This can be accessed here.

Constraints: 

Must be cloud based, and accessible via mobile and/or internet access.


Must allow for different accounts so each of the NGOs can add and update their information.


To enable the more frequently update of information is really important to have Satellite phones for the activities in remote areas without any connectivity.

Next Steps and Sustainability: 
  1. Implement an Ushahidi instance
  2. Integrate that instance with FrontlineSMS
  3. Motivate NGO to start putting information starting with 7 that build this project (Noel Dickover and Pedro Fuentes will handle this part)
Qualitative Impact: 
The qualitative impact would be better situational awareness to who is operating in an area prior to a disaster or environmental incident. This will lead to better coordination once a disaster occurs.
Quantitative Impact: 
Time and dollars saved during disasters and environmental incidents due to better situational awareness among NGOs.
